Job Description:
Summary This position is located in Office of Nuclear Material
Safety and Safeguards, Division of Rulemaking, Environmental and
Financial Support, Regulatory Analysis and Rulemaking Support
Branch. The supervisor is Cindy Bladey This position is Bargaining
Unit with the National treasury Employees Union, Chapter 208. This
position is not subject to Confidential Financial Disclosure
reporting requirements. This position is not subject to security
ownership restriction reporting requirements. Responsibilities The
successful candidate will perform a full range of duties in
preparing a variety of economic analyses including independent
government cost estimates, alternative analyses, cost-benefit
analyses and business case analyses. This position plans,
coordinates, conducts, and participates in projects for development
of regulations, policies, requirements, and guidance of the
civilian use of radioactive materials. The candidate performs
technical and economic evaluations that evaluates the need for
proposed regulatory actions, examines alternatives for achieving
the regulatory objective, quantifies the projected benefits and
costs of each alternative, and justifies the recommended solution.
1) Identifies, collects, and analyzes relevant data for use in
determining the potential impacts of proposed regulatory changes on
nuclear safety, security, and the environment. 2) Performs model
development, database management, data normalization, uncertainty
analysis, sensitivity analysis, and discounted cash flow analysis
3) Models the impacts of proposed regulatory changes to civilian
nuclear production and utilization facilities, nuclear waste
disposal sites, and the use of radioactive materials integrating
statistical analysis, modeling and simulation, cost databases, and
expert opinion. 4) Participates in technical working groups with
NRC staff from all offices in determining viable regulatory
alternatives 5) Prepares regulatory analyses that document the
impact assessments and provide the bases for the recommended
alternative to achieve the regulatory objective Requirements
Conditions of Employment U.S. Citizenship Required This is a Drug
Testing position. Background investigation leading to a clearance
is required for new hires. To ensure compliance with an applicable
preliminary nationwide injunction, which may be supplemented,
modified, or vacated, depending on the course of ongoing
litigation, the NRC will take no action to implement or enforce the
COVID19 vaccination requirement pursuant to Executive Order 14043
on Requiring Coronavirus Disease 2019 Vaccination for Federal
Employees. The NRC will request information regarding the
vaccination status of selected applicants for the purposes of
implementing other workplace safety protocols, such as protocols
related to masking, physical distancing, testing, travel, and
quarantine. You must meet the qualifications for this position by
no later than 30 calendar days after the closing date of this
announcement and before placement in the position. Qualifications
In order to qualify for this position, you must have at least one
year of specialized experience at the next lower grade level in the
Federal service or equivalent experience in the private or public
sector. The ideal candidate will be able to demonstrate the

defined as demonstrated experience in economics, accounting, and/or
finance that can be applied to the public health and safety,
security, and environmental impacts of nuclear power plants, fuel
cycle facilities, or other civilian uses of radioactive materials,
such as nuclear medicine programs at hospitals and academic
activities at educational and research institutions. . Education
Formal education at the university level comparable to that
obtained from under-graduate level training (i.e., Bachelor's
Degree in Business Administration, economics, accounting, or
finance) and experience with the electric utility industry, its
regulations, economic marketing, financial, and operational matters
Additional Information The duty location of this position is
Rockville, MD. In general, employees are expected to be in the
office 4days per pay period. Telework schedules are approved, on a
case-by-case basis. If selected, telework will be determined in
accordance with Agency policy and the Collective Bargaining
Agreement, if applicable.Based on the staffing needs of the
agency/area of consideration, additional selections may be made
