Responsibilities

The financial management senior consultant will be supporting the Centers for Medicare and Medicaid Services (CMS) on the CMS Compliance Support for Multiple Models (CSMM) program. The senior consultant will be leading reviews of financial arrangements between CMS, Model participants, and banks/insurers. They will oversee a team of testers to ensure reviews are completed with high quality and on-time. Responsibilities will also include creating and delivering trainings to relevant parties (internal team members and external Model participants) and responding to questions from the Model participants. Once the reviews are completed, the senior consultant will be responsible for working with the Model participants to remediate any deficiencies identified, ensuring compliance with the Model participation agreement requirements. This role also includes monitoring inherent risk of the program as well as specific risks of the Model participants. -Job Description/Responsibilities:

Designs, develops, implements, and supports compliance reviews of financial guarantees, reviewing letters of credit, surety bonds, and escrow agreementsTracks financial performance requirements in the participation agreement and analyzes business performance and market conditionsProvides periodic reporting of the status of reviews and findings identified during financial guarantee reviews and analysisProvides recommendations regarding financial guarantee reviews and processes to support model teams Maintains knowledge and keeps abreast of regulations or policies related to financial guarantee or payment requirements in the participation agreementsMaintains security and privacy of all data handledDevelops and or supports the creation of remedial actions related to this task and monitors the status of remedial actions as necessarySupports and provides guidance and recommendations for development of financial guarantee related educational materials, outreach and or technical assistanceOversees a team of financial guarantee testers ensuring that reviews are completed timely and with high quality
Qualifications

Required:
Bachelor's degree in Accounting, Finance, Economics, Law, or other relevant field of studyMinimum of 3+ years of relevant experience working in Audit/Compliance or Finance -Preferred:
Experience working with CMSKnowledge of financial instruments including surety bonds, escrow agreements, and letters of creditStrong communication skills written/oralAbility to gather, analyze, design, and implement Compliance/Audit PlansAbility to leverage technology to create solutions for clients (Knowledge of Microsoft Office Products and SharePoint. Ability to create a mail merge and advance excel skills preferred)Ability to produce deliverables and client engagement documentation related to executing successful compliance monitoring activities, by supporting the planning, development, and implementation of audit/compliance programsDemonstrates ability to identify risks and execute business process controls reviews on large and complex programs in order to identify vulnerabilitiesDemonstrates proven track record of success in identifying and addressing client needs: building solid relationships with clients; developing an awareness of Firm services; communicating with the client in an organized and knowledgeable manner; delivering clear requests for information; demonstrating flexibility in prioritizing and completing tasks; and communicating potential conflicts to a supervisorDemonstrates proven abilities to work successfully as a team member: understanding personal and team roles; contributing to a positive working environment by building solid relationships with team members; proactively seeking guidance, clarification and feedback; providing guidance, clarification and feedback to othersExperience conducting research and applying that knowledge towards completion of project deliverables
