Job Description:
This position is in the Criminal Justice Coordinating Council
(CJCC), an independent agency that serves as a forum for
identifying challenges and generating solutions to enhance public
safety and the fair administration of justice for District of
Columbia residents, visitors and justice-involved individuals. CJCC
facilitates information sharing and collaboration; conducts
research and analysis; and provides training and technical
assistance on behalf of its District and federal member
agencies.Incumbent is responsible for contributing to key criminal
and juvenile justice research and analysis within the CJCC
Statistical Analysis Center (SAC). The work involves leading
relevant components and tasks of research projects, conducting
methodologically rigorous analyses and contributing to original
research in furtherance of CJCC initiatives. Incumbent provides
expertise and professional consultation for quantitative,
qualitative, and mixed-methods study design and research project
management, including rigorous methods for gathering, analyzing,
interpreting, and reporting quantitative and qualitative
data.Duties and ResponsibilitiesServes as an expert consultant in
at least one criminal justice or juvenile justice issue area and at
least one methodological area relevant to criminal and juvenile
justice.Supports planning and development, including technical
input for statistical research programs where the investigations
involve citywide and national data collection problems that have a
bearing on public policy and/or affect the administrative or
operational policies of a department or agency of the District or
Federal government.Develops and maintains relationships with
executives, both within and outside the District and Federal
government, on broad research efforts to avoid overlap of
objectives and to ensure integration of coordinated social science
research projects.Responds to requests for statistical information
from partner agencies.Supports data collection activities,
including by contributing to the development of data use agreements
and memoranda of understanding with government agencies,
community-based organizations, health care organizations, or
similar.Designs, implements, and analyzes policy and program
evaluations, including randomized controlled trials (RCTs),
quasi-experimental analyses, and other methodologies as
appropriate.Oversees the work of research assistants and interns by
lending statistical, methodological, and analytical expertise to
shape and direct justice-related research within CJCC; coordinates
major research projects with staff; reviews their work; and
provides direction as needed.Proactively provides ideas and
critical feedback -- as well as being open to constructive dialogue
-- as part of constantly improving the SAC
.Qualifications/EducationSpecialized experience is experience which
is directly related to the position and has equipped the individual
with the knowledge, skills, and abilities to successfully perform
the duties of the position. To be creditable, one (1) year of
specialized experience must have been equivalent to at least the
next lower grade level in the normal line of progression.Basic
RequirementsDegree:behavioral or social science; or related
disciplines appropriate to the position.ORCombination of education
and experiencethat provided the applicant with knowledge of one or
more of the behavioral or social sciences equivalent to a major in
the field.ORFive years of appropriate experiencethat demonstrated
that the applicant has acquired knowledge of one or more of the
behavioral or social sciences equivalent to a major in the
field.Preferred Education/Work ExperienceA Master's degree in the
social sciences, such as Criminology, Economics, Sociology,
Epidemiology, Demography, Social Welfare, Political Science, Public
Administration, Psychology, etc., with coursework in research
methods and a minimum of five (5) years of relevant work
experience.ORA Ph.D. in Statistics, Criminal Justice Studies,
Public Health, Sociology, Public Policy and Management or a related
field, and a minimum of five (5) years of relevant work experience
in social science research.Working Conditions/EnvironmentThe work
is mostly sedentary. There may be some walking, standing, bending,
stooping and the carrying of light items such as papers and books.
The work requires the demonstration of mental and emotional
stability and the exhibition of tact, diplomacy and
