BAE Systems is seeking a senior and experienced Chief Engineer to join our team on the upcoming Program Executive Office (PEO) Integrated Warfare Systems (IWS) 6 Navigation Systems Engineering Agent (NSEA).
The US Navy (USN) is seeking to modernize the approach to navigation, moving disparate systems within one enclave and virtualizing them over time. This will be accomplished using an incremental approach, continuing production of current navigation systems while engineering a service-based solution. This service-based solution will be referred to as Navigation as a Service (NaaS).
The NSEA Chief Engineer reports directly to the NSEA Program Manager and is the Engineering leader of the program. In this role the Chief Engineer works directly with the Customer and associated technical leaders to develop, build, verify, and deliver Navigation products to the Navy. The NSEA Chief Engineer provides leadership vision and process rigor within the team and is a key stakeholder within necessary working groups and decision boards. The NSEA Chief Engineer will be a key leader in enabling and executing the PEO IWS digital engineering transformation, working closely with the PEO IWS 6 Program Office in support of their digital engineering and model based systems engineering initiatives.
The successful candidate must have significant and proven engineering leadership experience with PEO IWS and NAVSEA. He/she must have an in-depth understanding of the technologies and the architectures of current USN Navigations systems. The successful candidate must have the ability to act independently to uncover and resolve issues associated with the implementation of the NSEA engineering approach, and the ability to think strategically and communicate effectively at the most senior levels of the Customer and Corporate Management to articulate the mission needs, requirements and architecture, and the value and benefits of BAE Systems solutions.
It is preferred that the successful candidate reside in the Washington DC Metro area. Relocation may be available.
The successful candidate must possess:
Previous working experience with PEO IWS in a system design, engineering development, integration, technology development, and/or a program management role.
In-depth knowledge and understanding of current Navigation systems (ship and/or submarines)
Experience with leading multi-product teams defining integrated execution plans to meet program requirements.
The ability to identify interdependencies and plans for system architecture, verification planning, design solutions, and execution through critical path analysis.
In-depth understanding of PEO IWS organization, programs, processes, priorities, and initiatives, and program management practices including budgets, schedules, and related performance standards.
Demonstrated success in being able to work across programs, organizations, and/or other stakeholders to achieve common goals.
Required Education, Experience, & Skills
Masters of Science in Engineering or a related science discipline.
15 years of progressive engineering or technology development leadership experience.
Ability to work independently, demonstrate strong initiative, and organize all tasking with minimal supervision.
Strong communication skills (oral and written) as well as the ability to interact with team members, external SMEs and consultants, and cross-organizational stakeholders at various levels of customer and internal leadership and management.
Preferred Education, Experience, & Skills
Ph.D. in Engineering or a related science discipline
Project Management Professional (PMP) Certification
Former operational experience with Navigation system
