What you will do:

Works as part of the HR/Payroll Service Center. Primary focus is on prevailing wage administration and oversight and compliance administration within the Human Resources function. Review, understand and oversee compliance with federal, state, and local laws and regulations related to prevailing wage and certified payroll reporting. Support payroll processing, reporting and reconciliation functions, and general Human Resources project administration and process ownership.  

How you will do it

  • Partners with teams across the JCFS organization, HR, Payroll, Contracts, Sales, PMO, Operations, and Accounting/Finance, to maintain and optimize JCFS’ prevailing wage compliance process.
  • Responsible for preparing and/or reviewing Davis Bacon Act and Service Contract Act benefits and ensure accurate prevailing wage and benefits have been paid to workers. Maintain accurate record-keeping of corrections and restitution payments.
  • Ensure that the certified payroll reports are processed accurately, efficiently and in a timely manner, and meet government and agency reporting deadlines consistently. Submit payrolls and supporting payroll documentation to general contractors when applicable.
  • Works with subcontractors to explain the prevailing wage requirements and responsibilities and monitor subcontractors’ compliance.
  • Maintain an effective certified payroll documentation system. Research, recommend and implement a certified payroll software i.e. DIR, LCP Tracker, etc., as needed.
    Serve as Payroll backup and support the weekly and bi-weekly payroll processing and reporting when needed.
  • Administers and oversees JCFS contractor compliance ensuring that all temporary labor and contracting agencies are in compliance with stated agreements and company policies.
  • Facilitate the new employee onboarding process for JCFS new hires in order to drive a consistent experience for new employees and hiring managers.
  • Partner with Continuous Improvement to drive process improvement projects across the Human Resources and Finance functions.

What we look for:

  • Bachelor’s degree preferred or equivalent years of experience
  • Thorough knowledge of the Department of Labor prevailing rules and regulations
  • Experience as payroll/prevailing wage specialist; basic HR generalist experience desired
  • 5+ years of related work experience
  • Attention to detail, time management, organization, and communication abilities are essential.  Must possess excellent customer service and teamwork skills;

Requires ability to:

  • Multitask and work independently with a high degree of confidentiality.
  • Recognize and respond to expectations in a timely manner and with a sense of urgency if required.
  • Utilize Microsoft Office programs
