We currently have 100 employees distributed across our two main locations in Arlington, Virginia and Rockville, Maryland. Our primary mission is to support system-wide improvements in the delivery of programs social services programs for children and families, communities, and at-risk populations. With our team of top research social scientists, we are committed to the delivery of quality, evidence-based deliverables for our clients. We are currently seeking a senior research/management professional.


Department: Federal Practice

Supervisor: Executive Vice President of Corporate Strategy

Location: Rockville, MD

Hours/Week: 40/hours Monday-Friday

Classification Status: Exempt


We are currently seeking a strong, multi-faceted, creative human services research or program evaluation senior professional with a specialization in health to join WRMA. This position will direct research and evaluation projects and manage the activities of research assistants, associates, analysts, and other staff. It is expected that the position will also have the technical capability, and experience to perform as the technical lead on Programs. The successful candidate will have the opportunity to help shape the Federal practice to support and maintain company standards and goals. Experience with business development and proposal preparation is strongly desired.


  • Lead business development strategies for HRSA Evaluation IDIQ and other health practice or social services areas
  • Develop and implement business growth strategies to expand the current health practice into CMS, CDC, and other customer areas
  • Directing research studies and program evaluations, plus their teams Independently drafting and managing contract proposals Communicating effectively with clients, consultants, and members of the research community Gathering/assessing intelligence on upcoming business opportunities
  • Provide thought leadership for company growth and staff success Monitoring and oversight of financial and administrative aspects of ongoing projects
  • Project and staff management


The candidate should possess a combination of education, business knowledge, technical and people skills: Advanced degree (Doctoral (Ph.D.) degree preferred) and 10-15 years of experience in a broad spectrum of human services delivery systems, including health related areas. Direct experience with HRSA, CMS, and/or CDC is preferred. Experience in designing and executing research and program evaluations, primarily in health but can also include the areas of children and family living, aging, disability, or long term care social services, general social services, or nutrition programs. Substantial experience managing projects, especially in a consulting and/or a technical assistance environment. Significant experience in research methods, statistical and programming tools, and data analytics, large database management, survey research and design.

  • Experience at building and managing successful teams and proven ability to cultivate and maintain partner and business development relationships with potential clients and teaming partners Excellent oral and written communication skills, creative problem-solving skills, and aptitude in leading and working with project teams as well as coordinating on work conducted across the entire practice area. Experience writing and managing Federal government proposals is preferred.


  • Ability to travel frequently on work assignments to client sites, departmental meetings, and various conferences.

TRAVEL: Approximately 20 percent client travel time required.


Salary is determined commensurate with experience of the candidate. Benefits include health insurance, holidays, and vacation benefits for all full-time employees of 30 or more hours.
