On-Call Senior Survey Methodologist

ICF is growing and we seek a part-time (on-call hourly) Senior Survey Methodologist to support short-term and long-term client projects. This position can be remote/work-from home and hours will vary depending upon project needs. On-call positions can transfer into full-time positions. We seek someone who is both a thought leader in one more aspects of survey methodology, and who can roll-up their sleeves and pitch in with day-to-day work.

Our Survey Research Practice serves clients such as the CDC, National Science Foundation, nonprofits, for-profit companies, and numerous state and local governments. We are the largest single data collector for the Behavioral Risk Factor Surveillance System (BRFSS), and conduct other high-profile, large-scale legacy surveys such as the National Youth Tobacco Survey (NYTS), Youth Risk Behavior Survey (YRBS), and the Higher Education Research and Development (HERD) survey.

What you'll be doing:

+ Design and test questionnaires, including expert reviews, cognitive interviews (and other pretesting techniques) and assisting with development of programming specifications

+ Develop and document general survey methodology, including data collection modes, contact materials or protocols, and interviewer trainings

+ Consult on large and small methodology decisions for potential, new, and ongoing projects

+ Lead and co-author methodology and substantive reports for clients (e.g., writing, editing, and data analysis)

+ Play a key role in ICF's methodology and statistics thought leadership by co-authoring or leading conference presentations, conducting original research, authoring and co-authoring proceedings papers, working papers, and peer-reviewed manuscripts

+ Lead and collaborate on ICF's survey best practices

+ Identify areas for improvement in survey processes to reduce cost and/or improve response rates

+ Implement analytical plans, interpret results, and communicate results to varied audiences

+ Communicate methodological concepts to clients and other project team members verbally and in writing

+ Provide leadership for the pursuit of new business, managing all or portions of large and/or complex proposal efforts

+ Informally mentor and manage staff on any of the tasks above as needed. While this position does not have any personnel management responsibility, the successful candidate will be responsible for some project task management, often in close collaboration with project managers and project directors, but sometimes independently depending on the size of the task. Ability to work as a team and take initiative is a must.

Basic Qualifications:

+ Master's degree in survey methodology, social/behavioral/educational science, public health, or a quantitative statistical or data science field (Note: qualitative degrees will be considered if the candidate can demonstrate experience interpreting basic statistics and a strong track record of thought leadership)

+ 10+ years experience in survey design or administration, including experience with questionnaire design, interview design, or general survey methods design

+ Experience leading questionnaire design or pretesting efforts (e.g., cognitive testing, expert review, behavior coding)

+ Ability to independently conduct and interpret statistical analyses, such as chi-square, t-tests, correlation, ANOVA, and regression

+ Significant writing experience, including client reports, proposals, peer-reviewed papers or other type of thought leadership

+ Demonstrated track record of thought or practice leadership such as conference presentations and peer-reviewed articles

+ Regular participation in one or more statistical or methodological professional organizations

Preferred Skills/Experience:

+ PhD or doctoral degree in survey methodology, a social/behavioral/educational science, public health, statistics, data science, or a quantitative statistical or data science field (Note: qualitative degrees will be considered if the candidate can demonstrate experience interpreting basic statistics and a strong track record of thought leadership)

+ Experience leading multiple types of questionnaire design or pretesting tasks (e.g., cognitive testing, expert review, behavior coding)

+ Ability to independently conduct and interpret advanced statistical analyses, such as multilevel regression, factor analysis, structural equation modeling, longitudinal modeling, and analyses with survey weights

+ Significant writing experience, including client reports, proposals, peer-reviewed articles or other types of thought leadership

+ Exceptional and active track record of thought leadership such as conference presentations and peer-reviewed articles

+ Regular participation in one or more statistical or methodological professional organizations

+ Extensive, regular participation in one or more statistical or methodological professional organizations (e.g., serving on executive committees and expert panels)

Professional Skills:

+ Attention to detail, organized, and proactive

+ Ability to work with little supervision on a regular basis, and knows when to ask questions; Ability to manage multiple competing tasks and deadlines, prioritize tasks, and negotiate prioritization

+ Exceptional verbal and written communication

+ Ability to make decisions on methodological components of projects when presented with minimal input and sometimes under tight timelines

+ Ability to drive project progress when there is not dedicated management staff (e.g., for thought leadership, internal projects, and small projects)
