SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Alfred D. Noyes Children's Center (NOYES) which is a juvenile detention center principal, plans and provides for appropriate learning experiences for students. This position is funded through an MSDE grant project with the expectation of Provides an atmosphere and environment conducive to the intellectual, physical, social and emotional development of individuals to ensure Success for Every Student. Supervises students within the NOYES setting. Monitors and evaluates student outcomes. Communicates and interacts with students, parents, staff and community. Develops, selects and modifies instructional plans and materials to meet the needs of all students. Maintains appropriate records and follows required procedures and practices. Monitors appropriate use and care of equipment, materials and facilities.

MINIMUM QUALIFICATION STANDARDS

KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of MCPS curriculum, techniques for integrating curriculum, MCPS policies, and effective instructional practices. Understanding of the teaching/learning process. Ability to provide instruction that reflects multiple perspectives and multicultural education. Ability to infuse technology into curriculum. Ability to work effectively with administrators, colleagues, central office and school based staff, students, parents and community. Excellent oral and written communication and human relations skills.

EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree in applicable field of education from an accredited college or university.

CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements in appropriate field of education.

PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Required to attend periodic student support meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES: REPRESENTATIVE DUTIES: (Incumbents may perform any combination of the essential functions shown below. Prepares for classes assigned, and shows written evidence of preparation upon request of immediate superior.Guides the learning process toward the achievement of curriculum goals and in harmony with the goals, establishes clear objectives for all lessons, units, projects and the like to communicate these objectives to students.Establishes learning objectives consistent with appraisal of student needs, requirements of MCPS curriculum framework, and knowledge of human growth and development.Plans for and utilizes instructional methods, resources and evaluation techniques which motivate and enable each student to achieve learning objectives.Performs related duties consistent with the scope and intent of the position. Diagnoses the learning disabilities of students on a regular basis, seeking the assistance of central staff as required. Provides input when necessary to student IEP's.Takes all necessary and safety precautions to protect students, equipment, materials and facilities.Maintains accurate and complete records as required by law, MCPS policy and administrative regulation.Assists the administration in implementing all policies and rules governing student life and conduct and, for the classroom, develops reasonable rules of classroom behavior and procedure, and maintains order in the classroom in a fair and just manner.Makes provision for being available to students and parents for education-related purposes outside the instructional day when required or requested to do so under reasonable terms.Establishes relationships with colleagues, students, parents and community which reflect recognition of and respect for every individual. Appraises his/her own effectiveness and demonstrates successful application of skills and information acquired to increase effectiveness. Strives to maintain and improve professional competence.Participates in school management and shares responsibility for the total school program. Performs related duties consistent with the scope and intent of the position.

MINIMUM QUALIFICATION STANDARDS

KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of best practices in adult learning, teaching methods and teaching skills and the ability to use and model them. Demonstrated ability to analyze student performance data, then, formulate instructional strategies to meet student needs. Excellent communication, interpersonal and leadership skills.

EDUCATION, TRAINING, AND EXPERIENCE:

Bachelor's degree in education, training, a specific subject, curriculum development or a related field. Minimum of five years teaching experience. Meets standard rating on the most recent teacher evaluation. Experience in presenting and modeling exemplary teaching behaviors and practices to adult learners in a variety of settings such as workshops, seminars and online modules. Evidence of instructional leadership.

The role of the Instructional Coach is determined by responding to the instructional needs of individuals and whole staff. The Instructional Coach serves as a Catalyst for Change, guiding program staff in assessing the effectiveness of instructional practices and motivating staff to implement necessary systemic changes; as a Coach, helping teachers transfer learning experiences into practice; Consultant, supporting individuals or groups in determining the best course of action to carry out specific tasks or meet specific objectives; Facilitator, designing and implementing processes to create productive interactions to bring about desired results; Program Manager, managing the comprehensive staff development plan within the school; Resource Provider, providing resources to help school staff reach desired goals; Trainer, helping school staff acquire new skills and knowledge through custom-designed training and job-embedded staff development.

Instructional Coach responsibilities include, but are not limited to:

Engaging teachers to develop a culture that fosters professional learning communities recognizing all staff as learners capable of acquiring a repertoire of skills to meet the needs of every student.

Creating professional development opportunities, related to generating evidence of student learning, data analysis and acquisition of instructional best practices.

Demonstrating high expectations and modeling effective strategies for continuous student improvement.

Communicating and supporting implementation of program initiatives.
