Nationally Certified ASL Interpreter Program Manager Applied Development LLC has a contingent hiring opportunity for a full-time Nationally Certified American Sign Language (ASL) Program Manager to provide services for a Federal Government contract. The Certified American Sign Language (ASL) Program Manager has the unique position of direct interaction with Deaf and Hard of Hearing consumers, government and commercial clients, sign language interpreters, and other service providers. The ideal candidate will be fluent in American Sign Language (ASL), hold active certification from the Registry of Interpreters for the Deaf (RID) or the National Association of the Deaf (NAD), have program management experience, and be highly detail- oriented and organized with excellent analytic and problem-solving abilities. The successful candidate will be customer service-focused, responsible, punctual, and motivated to direct their team to meet or exceed client expectations. Excellent verbal and written communication and interpersonal skills are required. This position is contingent upon contract award. Essential Duties and Responsibilities: Provide Project Management Support: o Manage Contractor's participation in the contract o Ensure Contractor fullfills all requirements identified in this document o Serve as the primary point 'of contact for the NRC Contractor Officer Representative (COR) o Respond to and resolve contractual, billing, and Contractor personnel issues o Knowledge in report writing and financial analysis sufficient for cost reporting, maintaining records, accurate invoicing, and monthly activity reports. o Indicate strong problem-solving and organizational skills, as well as solid customer service, teamwork, and interpersonal skills. o Create and apply new ideas and seeing projects through to completion. o Work independently with minimum guidance from the client and the ability to manage multiple tasks simultaneously. o Communicate orally and in writing, as well as the ability to handle all aspects of the supervision of instructors (e.g., hiring, firing, rating, supervising, etc.) o Ensure goals are met in areas including customer satisfaction, safety, quality and team member performance. o Implement and manage changes and interventions to ensure project goals are achieved. o Meet with stakeholders to make communication easy and transparent regarding project issues and decisions on services. o Produce accurate and timely reporting of program status throughout its life cycle. o Analyze program risks and work on strategy with team. o Draft reports based on trends/analysis. o Oversee the scheduling and coordination of Sign Language Interpreting, Reader, and CART services. o Oversee team communication between the client and the service provider and be willing to assist as a liaison as needed. Provide Sign Language Interpreting services: o Proficiently and fluently interpret oral communications in American Sign Language (ASL), Sign English (SE), Pidgin Sign English (PSE), or Contact Sign, and provide oral interpreting, as needed, accurately, truthfully, and faithfully. o Provide on demand or prescheduled on-site, virtual or remote interpreting services in support of federal contract. o Perform the following: (3) Oral transliteration (4) Tactile (5) Close Vision o Interpret in a variety of settings, including those that require specialized, technical, legal, scientific, medical, library, and information technology vocabulary, and familiarity with government vernaculars o Keep pace with communications in conferences, meetings, seminars, training classes, emergency response activities, and other assignments identified whereby Contractor services are required. o Voice interpret when NRC D/HH staff's speech is not easily understood o Abstract, select, and highlight within context when dealing with complex concepts and idioms o Adhere to the Registry of Interpreters for the Deaf (RID) and/or the National Association of the Deaf (NAO) Code of Ethics o Knowledge of the diversity of cultures within the D/HH community o Set up an environment that is conducive to meeting the communication needs of both the NRC D/HH and hearing staff o Assess the language needs of the NRC D/HH staff o Determine the communication modes of the NRC D/HH staffMaintain strict confidentiality and handle the nature of the assignments as stipulated in the NAD-RID Code of Professional Conduct o Adhere to the Federal Government's rules of protocol, ethics, procedures and professionalism while on assignments o Must be willing to travel to client-side locations to fill certified sign language assignments on an as-needed basis. Other duties and tasks as assigned. Qualifications: Bachelor's degree is preferred Must possess linguistic and cultural expertise in both ASL and English to provide fluent communication between the interpreter and employees. Required to be nationally certified by the National Association of the Deaf (NAD) and/or the Registry of Interpreters for the Deaf (RID) to facilitate communication between spoken and signed languages. A minimum of five (5) years' experience providing Sign Language Interpreting services in professional interpreting situations is required. Must have knowledge of the Americans with Disabilities Act (ADA), and other applicable laws and professional requirements. Must be comfortable with or willing to learn agency-specific language and acronyms. Must be comfortable in a highly visible work environment and be camera-ready. Must adhere to the NAD-RID Code of Professional Conduct Must possess valid government-issued photo ID. Must possess skills in sign language to cover special events (i.e., agency programs, workshops) Ideal candidate will possess a comprehensive knowledge and use of the English vocabulary Ability to read well and articulate clearly Ability to select, highlight, and abstract with context when dealing with complicated concepts, idioms, etc. Ability to perform interpreting skills at public speaking events Knowledge of the Deaf community and Deaf culture in order to be aware of the needs of the Deaf and Hard-of-Hearing communities Ability to keep pace with normal conversation in conferences, meetings, seminars, etc. Ability to voice interpret, such as when a Deaf person's speech is not easily understood Ability to indicate the nuances, tone, etc., of speech to enable the Deaf person to understand and receive messages. Ability to learn and use Federal personnel terminology and language, as well as jargon and to develop guidelines for substitute interpreters when the primary interpreter is absent Knowledge of the diverse cultures within the Deaf and Hard-of-Hearing community to effectively work as an interpreter Knowledge of the diversity of culture and skills to prepare for each interpreting assignment including the knowledge needed to assist in setting up an environment that is conducive to meeting the communication needs of both hearing and Deaf consumers Ability to effectively assess the language needs of the Deaf consumer Ability to apply the analytical skills necessary to determine which communication modes the Deaf consumer is utilizing Professional appearance and conduct is required. Practicing knowledge of and adherence to the tenets of the RID and NAD Code of Professional Conduct which include: 1. Interpreters adhere to standards of confidential communication 2. Interpreters possess the professional skills and knowledge required for the specific interpreting situation 3. Interpreters conduct themselves in a manner appropriate to the specific interpreting situation 5. Interpreters demonstrate respect for colleagues, interns, and students of the profession 6.
