Description SAIC is seeking personnel to support The National Institute of Mental Health (NIMH) Data Archive (NDA) program in North Bethesda, MD. The NDA's mission is to harmonize research data from hundreds of research projects by using a common data definition, deep data federation techniques to query data held by others, and by managing a de-identified research subject identification system. Upon award, SAIC will provide project management, operations and database support, software engineering, managing a help desk, infrastructure support to the research community who are trying to deposit or access data, scientific support to program staff and other federal employees, and quality assurance checks on the data provided. This position is contingent upon award. The NDA Senior Cloud Engineer will participate in the analysis, documentation, development, and implementation of software system requirements that support the businessmission systems needed by the project's customers. This position may also participate in the analysis of commercial off the shelf (COTS) software capabilities as they relate to our customers' requirements and assist with deployment of COTS software and its integration with other software solutions and cloud services where needed. The IT systems are being implemented in external Amazon Web Services Cloud environments. Qualifications REQUIRED Bachelor's degree in Computer Science, Information Systems, Software Engineering, or relevant discipline, plus 7 years of software engineering experience Minimum 4 years' experience with software engineering andor COTS implementations in Amazon Web Services, or other cloud vendor environments Experience with SDLC planning, defining, designing, building, testing, and deployment of applicationstools, or data-related products in a production environment Experience with using package management solutions, code repositories, or CICD pipelines Must be able to obtain a Public Trust clearance. DESIRED Demonstrated ability to participate in large complex IT projects Ability to thrive in a matrixed teaming environment with a strong customer service ethic Demonstrated ability to review software designs with business owners and ensure alignment of design and development activities with projectcustomer business requirements Demonstrated ability to perform requirements gap analysis against out-of-the-box applicationsystem functionality and suggest best practice solutions Working knowledge of Systems Engineering, ITIL best practices, and ScrumAgile delivery. Experience implementing COTS software solutions and enabling integration with other applications, cloud services, and data layers Experience with Angular front-end development, React, or Vue Experience with JavaScript or TypeScript software development Experience with any of the following REST, SOAP, RPC, AJAX, WebSockets, etc. Experience with claim-based authentication - OAUTH Experience with npm, yarn, or another package management solution Experience with Software Configuration Management tools i.e., Ansible, Puppet, Chef, Salt, etc. Scripting experience - Bash, batch, Python, Golang, etc. Experience in medical scientific clinical computing environment. Experience working with big data, supporting analytics and statistical analyses. Experience securing solutions on large-scale public cloud infrastructures. Experience with the U.S. Department of Health and Human Services (HHS) Enterprise Performance Life Cycle (EPLC) framework. Experience with federal and HHS regulations regarding human subject research data including the Privacy Act, the Health Insurance Portability and Accountability Act (HIPAA), etc.
