Due to the COVID-19 crisis, this position will be based as a telecommuter for the foreseeable future. Only when Abt reopens offices to all employees will there be an expectation that new hires return to the geographical office to which they were hired.

Opportunity

Abt Associates seeks a Vice President of Project Delivery & Operations that is responsible for the leadership and oversight of the following functions; International Operations Platform, Global Project Excellence, and Quality and IRB. This position is intended to ensure that there is consistency in the start-up execution and close out of projects across the globe and that we utilize best practices, risk management, quality governance and standardized tools. This leader has full responsibility for the development and implementation of the processes, standards and tools needed to achieve project excellence. Reporting to the Chief Operations Officer they are accountable for ensuring standards and processes are matured and deployed globally.

The Vice President of Project Delivery & Operations and their team will work cross functionally to collaborate and partner with domestic and international division leaders and project directors, and corporate departments such as Digital, Finance, Accounting, Contracts, Procurement, Legal, Human Resources, and Business Development, to achieve client satisfaction and successful project delivery around the world.

Key Areas of Responsibilities

* Project Excellence, Risk Management and Quality Standards Governance: Working closely with the Director of Project Excellence - PMO, and Director of IRB & Quality and leaders across the company in achieving project excellence that supports client satisfaction and our mission. This position will also be the designated Institutional Official of the IRB. Through leading a cross-functional teams, they will be responsible for the continued development, implementation, and adoption of a portfolio of Standard Operating Procedures covering Project Finance, HR, Contracts, Procurement, Security, and other operational excellence functions to ensure best in class project start up, project execution, host country regulatory compliance, cost controls/avoidance and client satisfaction.

* International Operations Platform: Lead the International Operations Platform project inclusive of implementation and sustainment of future state recommendations, Country Health Checks, and department SOP Development for project staff. Create and implement processes and foster cross functional collaboration within home offices, departments and local project teams to ensure compliance and quality projects outcomes.

* Strategic Planning: Under the direction of the Chief Operations Officer, and in collaboration with the cross-functional leaders, the VP will participate in the development and implementation of the strategic objectives, priorities, plans, and initiatives. The VP will work with Division and Corporate leaders to identify short and long term potential opportunities to improve operational excellence, project execution, and scalability.

* Talent Management: The VP will have oversight responsibility for the development and management of key operations talent. They will make sure that appropriate mentoring, development, and evaluations of performance are completed for all staff. The VP's tasks will include working closely with all staff to build a unified and collaborative operational support platform, processes and practices.

Preferred Qualifications

The successful candidate will ideally have an advanced degree (MA/MBA/PhD) and 15-20+ years of directly relevant experience, including leading a global operations function, center of excellence, or a finance or accounting function. Past experience successfully managing a large, cross-functional team is important. They will have a broad understanding and experience working for a government contractor in the international development field. Specific experience in international development programs funded by USAID required.

The successful candidate will also have strong credibility within the international development community. In addition, the ideal candidate will bring strong management skills , including a proven record of creative and successful partnering with other organizations, building strong cross functional relationships, proposal management skills, financial management experience (profit and loss as well as project budgeting), and experience with workforce planning and talent mobility.

* Leading Teams & Management: The successful candidate will have a proven ability to lead and manage, including setting and communicating a vision to all levels of staff and building credibility with staff through technical knowledge, consistency, and accessibility. They will have experience leading a diverse team of professionals at all levels.

* Setting Strategy: The successful candidate will have experience in both the creation and implementation of a growth strategy. They will have a demonstrated record of creating a vision based upon sound business practices and a clear understanding of the market. This will include the ability to communicate plans both internally and externally in a compelling and persuasive manner. This will also include experience on a corporate management team contributing to company-wide strategy and implementation.

* Interpersonal Acumen: The VP must be a leader with the interpersonal acumen, maturity, motivation, and intellect to complement the objectives and mission of Abt. They will demonstrate the analytical and conceptual skills required as well as a strong sense of self, a lack of ego, and an inherent drive for results.
