Job Description:
Leidos is seeking a Quality Assurance Lead to support
large-scale migration and operations on a large, high-profile DOD
contract in Fort Belvoir, VA . The I3TS program provides
enterprise-wide IT support to enable DTRA’s Information Management
& Technology Directorate (ITD) to consolidate, modernize, and
continuously innovate the delivery of IT services and mission
capabilities to DTRA’s internal and external mission partners
operating in CONUS and OCONUS locations. The QEC Representative
will focus primarily on supporting the DTRA Program. The QEC
Representative will ensure all performance standards, measures,
service level agreements (SLAs), Acceptable Quality Levels (AQLs),
and contract deliverables are in conformance with the contract and
performance work statement (PWS), the Quality Assurance
Surveillance Plan (QASP), Leidos’ Engineering Edge NextGen (EENG)
standard methodologies, industry standards and best practices, and
the Quality Management Plan (QMP). The QEC Representative will
provide quality governance across program deliverables, service
performance metrics, and improvement initiatives to ensure
consistent adherence to contractual requirements, organizational
standards, and customer expectations. This role will provide
oversight of deliverable quality across the program, ensuring
contract deliverables meet required standards prior to submission
and implementing quality review practices that improve acceptance
rates and reduce rework. As opportunities to improve process and
performance are identified, the QEC Representative will guide the
improvement to ensure effective implementation is achieved,
including facilitating process improvement events and root cause
analysis efforts to strengthen service delivery and program
outcomes. The position is expected to be at Fort Belvoir embedded
with the customer. Clearance: Currently possess a DoD Top Secret
Security Clearance (Must be a U.S. Citizen). Primary
Responsibilities: Quality Management : Support the Quality Manager
in the execution of plans and activities that execute and measure
the requirements according to Leidos policies and standards.
Support and lead the Quality Management Meeting for the contract in
accordance with contract requirements and customer needs. Report
status of program activities and data to Program and Leidos
Leadership as required. Support other Quality actions and
responsibilities across the program as required. Support program
Staff Meetings and reporting requirements. Collaborate with various
IT service teams to resolve problems and prevent future
occurrences. Support monitoring program service performance against
contractual service level agreements and Acceptable Quality Levels
to ensure service delivery standards are consistently achieved.
Prepare and review customer-facing deliverables, reports,
performance summaries, and quality documentation to support program
leadership and government stakeholders. Performance and Control :
Measure program performance against contractual requirements.
Review CDRLs, deliverables, IT Service processes, and support the
full deliverable lifecycle for compliance with requirements to
ensure quality standards are upheld and record results of reviews
for tracking and analysis. Provide structured deliverable quality
oversight to ensure all contract deliverables meet required quality
standards, formatting requirements, and contractual expectations
prior to submission to the customer. Take initiative to implement
checks and balances that drive greater acceptance and minimize
defects and rework. Monitor internal Key Performance Indicators
(KPIs) to identify trends in adherence to the Quality Management
System. Analyze SLA, AQL, and KPI performance data to identify
service performance trends, risks, and opportunities for
improvement. Support quality governance activities by ensuring
performance metrics, deliverable reviews, and quality data are
consistently monitored, reported, and aligned with contractual
performance expectations. Conduct and support data management
activities. Internal Audits : Assist in the creation of the
Internal Audit Schedule to drive compliance with PWS, QASP, Leidos
Policies and Procedures, the Quality Plan, and other Industry
Standards and Best Practices (such as ITIL, ISO 9001:2015 and
CMMI-SVC) as applicable. Ensure the Internal Quality Audit schedule
is properly executed, identifying applicable objective evidence.
Communicate Opportunities for Improvement (OFI) and Corrective
Action Requests (CAR) to stakeholders to ensure their comprehension
and timeline requirements and drive them to closure. Manage audit
events and findings in the appropriate tracking tools. Continual
Improvement : Identify issues, process breakdowns, or negative
trends and recommend them for improvement action. Identify and
communicate deliverables and services that fail to conform to
quality standards that escape the process and are provided to the
customer, recording these instances in the tracking tool.
Facilitate process improvement activities as necessary. Conduct
thorough root cause analysis to understand the underlying reasons
for issues and appropriately identify corrective and preventive
actions to address them. Lead or support quality-focused
improvement events aimed at improving service performance,
strengthening deliverable quality, and reducing recurring defects
or operational inefficiencies. Track corrective and preventive
actions drive to closure. Impact: Works to achieve key
project/program objectives and deliverables. Responsible for entire
projects or processes spanning multiple technical areas. Manages
large projects or processes with moderate impact on the achievement
of sub-family results. Complexity: Develops solutions to complex
technical issues and problems that impact multiple areas or
disciplines. Regularly employs ingenuity and creativity to develop
new technical solutions and systems in order to achieve functional
objectives. ? Communication: Communicates with internal team
members across multiple areas and client team members. May
communicate with parties external to the organization (e.g.,
sub-contractors, vendors, etc.). Works to influence project/team
leaders regarding solution design, process and/or approaches.
Knowledge: Requires expert knowledge of and ability to apply
advanced technical principles, theories, and concepts. Basic
Qualifications: Requires a BS or equivalent and 12-15 years of
prior relevant experience or Masters with 10-13 years of prior
relevant experience. Required Experience, Skills, and Education:
Currently possess a DoD Top Secret Security Clearance. Experience
defining or improving processes, standards, or workflows.
Experience working with SharePoint and MS Office Products (Word,
Excel, PowerPoint). Proven experience in developing and maintaining
Quality Control Plans (QCP). Strong understanding of quality
assurance and control processes. Strong oral and written
communication skills. Experience conducting process audits,
performance reviews, and root cause analysis. Ability to prepare
detailed reports, deliverables, and documentation. Ability to
multi-task and function in a dynamic, fast-paced environment.
Experience defining and using quality metrics to guide improvement.
Preferred Qualifications: Familiarity with Government and DoD IT
and security policies and requirements. Experience serving as a QA
Lead, Senior QA Analyst, or similar role. Experience in ISO
9001:2015 and CMMI-SVC Industry Standards and Best Practices.
Experience supporting Service Level Agreements (SLAs), Acceptable
Quality Levels (AQLs), or service performance metrics on large
government programs. Current industry certifications in quality
management and or service management such as ISO 9001-20000. Lean
Six Sigma Green Belt certification. Current ITIL4 Certification If

Range $116,350.00 - $210,325.00 The Leidos pay range for this job
