Specializing in incident response at the local and enterprise-wide levels as well as forensic analysis, our personnel deliver threat analysis and reporting while implementing solutions based on mature planning and development practices.. Summary:. The Senior Network Architect/Engineer will be the lynchpin of this delivery. Experience around Cisco Software Defined Network Solutions both DC/WAN, as well as legacy nexus 7/5/2k design and implementation. This individual will have extensive experience around design, implementation, and troubleshooting a host of network technologies and extensive engineering experience. As a Federal entity, the IHS network infrastructure must support both IPv4 and IPv6 concurrently. The network currently supports IPv4 and the Contractor shall support IHS with the implementation of IPv6 on all network infrastructure devices and to meet compliance with Office of Management and Budget (OMB) memorandum OMB-M-21- 07 IHS shall increase the use of cloud services during the life of this contract. The Contractor shall implement and support the network infrastructure required for secure connectivity between the IHS network and applications and services hosted in cloud data centers.. Essential Job Functions:. Configure, support, and enhance the network management tools listed in System Environment. Proactively identify areas for improvements.. Monitor the network infrastructure to detect circuit, equipment, and security issues that would impact functionality or degrades performance.. Initiate corrective actions with third party vendors such as circuit providers or hardware manufacturers.. Manage the progress of third-party vendors in their efforts to implement corrective action and escalate based on vendor service level agreements.. Proactively communicate status and expected resolution times to IHS staff impacted by network connectivity failures.. Measure and report network availability statistics for each location connected to the IHS.. Develop and maintain configuration standards for network infrastructure devices deployed on the IHS network or in cloud data centers.. Document and follow a change control process for configuration changes.. Maintain a configuration management system which automatically records:. Configuration changes on the network infrastructure equipment.. Information on configuration changes, searchable by username, device, name, date, and time. Provide remote support to IHS employees and contractors installing network infrastructure equipment which may include security appliances, routers, switches, wireless controllers.. Maintain and enhance network device configuration standards for Quality of Service (QoS), routing, remote management, and security controls.. Maintain Secure Configuration Baselines (SCB) on the network devices and network management systems.. Plan and implement software upgrades on network infrastructure equipment.. Proactively review configurations for consistency and compliance with Federal Security requirements and vendor recommendations as directed and guided by best-practices.. Analyze the functionality, performance, reliability, and security posture of the components in the System Environment and provide recommendations on changes and improvements to meet business requirements.. Create conceptual and detailed target state architectures to describe changes that would improve performance, add functionality, and increase resiliency.. Create network reference designs to standardize wired and wireless networks at area sites and data centers.. Perform proof-of-concept testing to validate design assumptions and vendor claims on functionality and interoperability.. Create implementation and test plans.. Incorporate new network technology into 7x24 support and monitoring processes.. Collect and report circuit utilization statistics that can be used for troubleshooting and capacity planning purposes.. Work with telecommunication providers to obtain cost estimates for telecommunication service upgrades.. Enter draft service orders in provider ordering systems for telecommunication services upgrades, changes, and inside wiring requests.. Coordinate all circuit installation activities with providers and IHS site staff. This includes site surveys, inside wiring, and equipment specifications.. Staff all service activations and changes to implement the required configuration on network equipment and support acceptance testing.. Maintain a database of site and circuit information which can be used for incident management, circuit inventory management, and reporting on overall Wide Area Network bandwidth capacity.. Report circuit issues to telecommunication providers and escalate based on telecommunication provider Service Level Agreements (SLA).. Monitor the telecommunication provider's performance to meet service level agreements for service restoration and assist IHS in obtaining credits when service level agreements are not met.. Measure uptime for each circuit and for the network as a whole to provide overall network availability metrics.. Collect network traffic statistics for capacity planning purposes, to forecast future bandwidth needs and to report networks readiness to support new services.. Proactively notify IHS sites about scheduled circuit maintenance.. Proactively identify circuits which are no longer in use.. Register circuits with the Government Telecommunications Service Priority (TSP) program to receive priority service restoration.. Define criteria to identify managed and unmanaged devices connecting to the network.. Implement technical configurations to control connectivity to the network based on managed or unmanaged device categorization.. Integrate CDM HWAM functionality and reporting with other CDM security components.. Report FISMA compliance statistics and propose process and technical changes to improve results and maintain Secure Configuration Baselines (SCB) on HWAM security systems.. Create automation to perform repetitive tasks, perform log analysis and report network statistics through information collected via the programmable interfaces embedded in network equipment and toolsets.. Analyze historical circuit utilization information to create data driven recommendations for circuit upgrades.. Implement event driven bidirectional data exchange capabilities between network and security devices to control network access and improve response times to cyber security incidents.. Use Business to Business (B2B) Application Program Interfaces (APIs) for system-to-system data exchange with telecommunication service providers and provide Self-Service as a service option to optimize the time to fulfill service requests and address the needs of customers.. Support, mentor and act as lead-engineer is escalation path to resolve complex tickets/issues as required.. Necessary Skills and Knowledge:. Ability to manage, monitor, configure Cisco LAN switches in a large-scale enterprise environment. The number of switches is expected to increase annually by 5% to 10% during the life of the contract.. Ability to manage, monitor, configure Cisco Wireless LAN Controllers in a large-scale enterprise environment. The number of WLCs is expected to increase by 15% per year during the life of the contract.. Ability to secure, monitor, manage configure Cisco ASA/FirePower in a large-scale enterprise environment. The number of Cisco Firewalls is expected to increase by 15% per year during the life of the contract.. IPsec and direct connections to cloud service providers.. Border Gateway Protocol (BGP) is used for routing on the Wide Area Network and distributed into Local Area Network routing protocols which include Open Shortest Path First (OSPF) and Routing Information Protocol (RIP).. Multicast Routing is used to support applications which requires multicast.. Shrubbery Networks Configuration Management Software.. Cisco vManage for SD-WAN.. Microsoft Structured Query Language (SQL) Server.. Visual Studio.. Representational state transfer Application Programming Interfaces (REST API). Minimum Qualifications:. CCIE Written and Lab. 15 years' experience with Data Center Networking Strategies to include ACI and Legacy Nexus and Catalyst platforms. 10 year' experience in network monitoring and troubleshooting. 10 years' experience in change management.
