Appointment type Permanent Work schedule Full-Time Duties SummaryThis position is located in the Health Resources and Services Administration, Office of Human Resources, Division of HR Operations. The duty location for this position is Rockville, MD; however, this position may also be eligible for 100% telework at agency's discretion. As a Senior Human Resources Specialist/ Quality Reviewer, you are responsible for providing leadership and guidance for HRSA's Delegated Examining (DE), Direct Hire (DH), and Merit Promotion (MP) recruitment efforts, program, and staff training, resolution of complex staffing actions, and interpretation and application of Federal policies, laws, regulations, and guidance. Your major duties and responsibilities include: Providing expert advice to HR staff on all types of appointing authorities such as Title 5, Senior Executive Service, excepted service, Schedule A, etc.Coordinating, advising, and training on USA Staffing Upgrade automated recruiting systems to perform the all phases of the recruitment and staffing process.Consulting with and advising HR Specialists, organization supervisors/managers on recruitment, examination, and selection processes, regulations, and requirements under DE and DH authorities and MP procedures.Reviewing all recruitment packages through all phases of the process from job analysis development to selection/hire approval to ensure they comply with the DE and MP staffing policies, guidance, and procedures.Reviewing recruitment and placement actions and provides guidelines on complex and/or sensitive issues.Conducting internal audits to ensure the results of the DE and MP processes comply with regulatory rules, laws, and regulations.NOTE: Do not cut and paste the duties, specialized experience, or occupational assessment questionnaire from this announcement into your resume as that will not be considered a demonstration of your qualifications for this position.Travel RequiredNot required Supervisory status No Promotion Potential None Requirements Conditions of EmploymentU. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of qualifying specialized experience at the GS-12 level include performing the following types of tasks on a regular and recurring basis: training junior HR Specialists on OPM Delegated Examining (DE), Direct Hire (DH), and Merit Promotion (MP) policies, procedures, and practices in recruitment and staffing; reviewing DE, DH and MP recruitment and staffing work products (e.g., job analyses, occupational assessments, job announcements, etc.) to ensure the accuracy and quality of final work products; interpreting and applying federal DE, DH and MP regulations, Executive Orders, and policies to ensure that an agencies work products are in compliance. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
