Project Director
ICF is seeking candidates for the role of Project Director for an
anticipated United States Agency for International Development
(USAID) global health monitoring, evaluation, research, and
learning (MERL) project. The position will be based in Rockville,
MD but may involve frequent international travel.
Job Description:
The Project Director is responsible for providing the overall
strategic direction and managerial and technical leadership.
Managerial responsibilities include routine liaising with USAID,
management of staff, overseeing of budgets, and overall
administrative and logistical oversight and planning for the
project. Technical responsibilities include strategic oversight and
direction over the range of the project's MERL and family planning
(FP) and reproductive, maternal, newborn, child health and
nutrition (RMNCH+N) activities.
Responsibilities:
Provide strategic direction and leadership for the project, working
with USAID and a range of stakeholders, such as ministries of
health, local organizations, in-country implementing partners, and
global experts.
Serve as the primary point of contact with USAID on activity
planning and implementation.
Facilitate the development of efficient systems for program
performance; refine and document processes to ensure disciplined,
measurable results against program targets.
Manage project partnership relationships and technical and
administrative staff.
Mentor a talented team of professionals to ensure a common
technical vision for the project that aligns with USAID strategic
priorities.
Represent the project at outside meetings, conferences, and other
events.
Engage in implementing field or global activities under this award
as time and expertise permit.
Qualifications:
Advanced degree in public health, international development, or
related degree
15+ years of experience in conducting MERL activities in developing
countries and in relation to family planning (FP) and reproductive,
maternal, newborn, child health and nutrition (RMNCH+N)
10+ years of experience successfully managing relationships with
USAID/Washington and Mission, Bureau, or Independent Office
8+ years of experience in leading, managing, and implementing large
health and/or development projects, including specific experience
managing USAID projects of this magnitude and complexity.
8 + years of in working with project consortia as well as a wide
range of government and civil society counterparts.
Excellent verbal, and written skills in English
Preferred Qualifications:
Proven success in building and leading teams, including experience
managing large projects with staff members and activities located
in multiple countries
Demonstrated ability to foster partnership with multiple internal
and external partners to help plan work, develop capacity, and
ensure timely and effective project delivery
Familiarity with evidence generation and translation of evidence
learning into practice.
Experience with USAID project management processes and
regulations
Knowledge of USAID policies and vision statements around
localization, gender, preventing child and maternal deaths, primary
healthcare, and health systems strengthening
Advanced communication, writing, and interpersonal skills,
including the ability to work successfully in teams and with people
of diverse cultural backgrounds.
Fluency in spoken and written French or another language
Willingness and ability to travel a minimum of 25% internationally
and other travel as needed (temporarily remote work, post-COVID
travel in line with public health guidelines)
Authorization to work in the United States.

Pay Range - There are multiple factors that are considered in
determining final pay for a position, including, but not limited
to, relevant work experience, skills, certifications and
competencies that align to the specified role, geographic location,
education and certifications as well as contract provisions
regarding labor categories that are specific to the position. The
pay range for this position is :
$166,964.00 - $283,839.00
