COE is seeking a Director to oversee the execution of client
service delivery of our Human Capital and Organizational
Effectiveness service lines. You will be responsible for the
effective execution of client projects and account/ business growth
in these service areas within the government market space. In this
role, you will manage and direct a portfolio of projects, project
managers, and junior staff, ensuring effective delivery consistent
with quality and performance standards. This is primarily a
"hybrid" position involving telework, with occasional travel to our
offices in Rockville, MD and to client sites within the Washington
DC/Metro area. Some out-of-town travel may be required from
time-to-time.
The role requires a person who has proven broad and deep experience
in the federal market (DHS, VA, HHS and/or DoD) and other sectors
and who desires to raise the bar in terms of quality and market
position. This role requires an energetic and motivated
self-starter with advanced critical thinking skills who can build
relationships and maintain momentum with existing and new
opportunities.
Responsibilities:
The candidate should apply with proven experience to execute the
following:
Client Engagement
As a trusted advisor, develop strong program and executive-level
relationships with client and prospect agencies, participating in
and overseeing critical aspects of delivery to ensure the best
possible client outcome.
Help clients achieve results and measurably improve their
organizational efficiency and effectiveness and human capital needs
consistent with COE values, methods, and standards as a
practitioner and account lead.
Program Management
Participate in COE's development of strategic goals, initiatives,
and programs.
Provide leadership, management, and guidance to project managers
and client facing initiatives. Ensure the delivery of quality,
timely, contractually compliant, and outcome-based services that
meet COE values and financial requirements.
Provide direction and guidance to staff and clients on effective
approaches, decisions, and quality outcomes consistent with valid
and professional methods that result in meaningful outcomes for our
clients.
Plan, identify, and negotiate with internal and external teammates
that improve COE's ability to meet our client's needs with
high-quality solutions and improve our competitive position.
Supervise project managers and staff. Hire and direct the
on-boarding, development, and performance of COE staff -- and if
necessary, off-board staff - to ensure alignment with COE mission,
goals, and values. Inspire staff to perform with high expectations
and be the promulgator of COE's desired values and culture.
Plan and negotiate with partner companies and ensure performance
consistent with COE standards.
Business Growth
Lead the development and implementation of a detailed business
growth and capture strategy and tactics that succeed in growing
revenue and value-added solutions within accounts and any assigned
market sector based on company targets.
Maintain and drive account plans for your target agency(ies)
including stakeholder assessment, opportunity tracking, budget
projections, and action plans.
Provide thought leadership and win strategies for bid and proposal
efforts. Provide thought leadership in the capture and retention of
intellectual capital associated with COE's current and potential
new services offerings.
Write and lead the development, and submission of effective winning
proposals. Identify and partner with other firms with similar
values to successfully capture contracts.
Required Experience:
Required Elements
Degree and 12+ years of progressive experience in the federal
government market, including contract management, and proposals.
PMP and other relevant certifications desired.
Proven experience with effective client delivery, account and
business growth and proposal development.
Proven track record of achieving results of consequence, building
strong relationships, creating innovative solutions, and
influencing others.
Staff inspiration, supervision, development, and performance
management experience.
Intuitive problem solving and coping skills. Thriving in a high
quality, fast paced environment.
Strong management, teamwork, and interpersonal skills.
Strong written, verbal, and presentation skills to effectively
communicate at all levels in COE, government, and industry. Exhibit
the polish and acumen to represent a professional organization at
all levels.
History of ethical and value-based performance.
Some experience with industry contribution through participation,
articles, speaking, etc.
US citizenship and ability to or already possesses a national
security clearance.
Willing to work in a hybrid environment as described above.
