and alongside the Global Project Director, the Senior Project
Finance Manager manages all financial and contractual elements of
the USAID-funded Local Health System Sustainability Project (LHSS)
project. This position works hand in hand with the division and
supporting departments to facilitate excellence in project
delivery, to enhance client and program knowledge, to enforce
policy adherence and to ensure process standardization across the
supporting Project Finance team. This role will also lead other
Project Finance staff to include mentoring, training, and
performance reviews and requires strong communication skills with
respect to breaking down and explaining financial
risks/implications of project management decisions.The
OpportunityThe USAID-funded Local Health System Sustainability
Project (LHSS) helps countries achieve sustainable, self-financed
health systems that offer quality health care for all. The LHSS
approach includes fostering localization and sustainability,
building resilient health systems, advancing equitable access to
essential health services, promoting quality health care systems,
optimizing the use of health resources, and increasing financial
protection and facilitating continuous learning and knowledge
exchange. The LHSS project is a five-year project that started in
the fall of 2019.Core ResponsibilitiesThis position requires
significant interaction and coordination between field staff, home
office technical staff and home office support departments,
excellent communication and leadership skills, and problem-solving
abilities. The role requires an understanding of field office
challenges and project goals and objectives, a strong desire to
analyze, investigate, and resolve issues, ability to collaborate
and lead through others, and a focus on continuous
improvement.Financial Management:
- Serves as a subject matter expert for the LHSS Project Finance
team from a financial perspective; assesses and implements
improvements in project financial controls, processes, and data
manipulation.
- Take ownership of all finance related matters in of the LHSS
project and be ready to present the projects financial performance
to the PD and company leadership.
- Conducts financial and programmatic risk analysis considering
contract type, subcontracts/materials, staffing, and other
measures.
- Provides reporting and analysis, financial understanding, and
business perspective on a variety of financial and operational
issues related to the financial health and execution of the
project
- Prepares all client financial deliverables, in collaboration
with Project Director and Operations Director
- Ensures compliance with applicable policies and procedures,
Federal regulations, guidelines, and contractual requirements,
enforce adherence to requirements, and advise organizational
leadership on needed actions
- Analyzes and assesses trends that may impact the execution of
the project along with the key drivers that may affect the
financial health of the project, the division, and the company
- Oversee and manage project specific deliverables related to
financial or contractual requirements (such as invoicing,
supporting back-up data, pipeline reports, limitation of funds
communications, ad-hoc requests from client, etc)
- Leads project revenue exercises and ensures company revenue
forecasts and estimates at completion (EAC) are submitted
accurately and on time and that are the product of consolidated
inputs of all finance and technical teams.
- Oversee and review submission of annual work plan budgets.
Approximately 30-40 per year.
- Overview of ROVs and site office expenses and invoices. Work
with GPD to minimize controllable non-billed amounts and provide
guidance/training as needed to project team.
- Collaborate with Project Management team to ensure creation of
purchase requisitions in Oracle in support of project services and
material purchase needs
- Oversee subcontractor/supplier/consultant invoice for accuracy,
validate subcontractor/supplier/consultant spending is in alignment
with expected forecasts, funding, and commitments
- Support PFO in finding supporting documentation for internal
and external audit requests
- Ability to think big-picture and work in agile environments
with no prescribed set of policies during a
- period of financial transformation and change.Management and
Training:
- Collaborate with Project Finance leadership on training
requirements and support training activities for home and site
office finance staff.
- Assists in the development of training, competency profiles and
career development of staff to include performance evaluation, and
goal setting
- Provide mentorship and opportunities to Project Finance team
members to facilitate their professional growth
- Support project finance team by providing surge support when

- Experience with Oracle and TM1 based systems preferred
- Skilled with excel for data manipulation and analysis such as
pivot tables, lookups, etc.
- Experience managing people and direct responsibility for
objective setting, performance reviews and disciplinary
actions
- Fluency in Spanish or French is highly desirable.
- Minimum Qualifications: 15 years of experience and BA degree
(in finance, accounting, or economics) or the equivalent
combination of education and experience.What We OfferThis position
offers an anticipated annual base salary range of approximately
$105,120.07 to $168,192.11 and may vary by ten percent depending on
candidate geographic location. Salary offers are made based on
