We work at the forefront of global health, helping clients understand and address the specific needs of diverse populations in addressing global health challenges.Job DescriptionThe Grants Management Director (GMD) will be responsible for establishing and leading the Grants Unit for the anticipated USAID-funded five-year $50-100 million Localize Global Health Security (LGHS) project. - This project will work with local partners in focus countries in Africa and Asia to strengthen critical health security capabilities defined in national health security action plans and contribute to Global Health Security Agenda 2024 targets. - Building capacity and achieving these targets is critical to strengthening and sustaining country, regional, and global preparedness for pandemic prevention, detection, and response. LGHS will support country-level progress against country-driven priorities.The Grants Management Director (GMD) will ensure alignment with country and client priorities, quality control, financial management, and contractual compliance for grants.Primary Responsibility: -

  • The Grants Management Director will design and manage a competitive grants program that will cover the entire lifecycle of the grants process. - The GMD is also responsible for managing Grants Unit and other project staff to ensure grants management is compliant and successful. In addition, the GMD will oversee the design of and training for ICF staff and local partners in administrative, financial management issues and performance of their grants.Other Responsibilities:
    • Build and manage a team of grants management specialists to oversee all activity sub-awards, including the full award cycle for grants and local awards: solicitation, review, execution, implementation management, monitoring, communication with recipients, and closeout.
    • Collaborate closely with the Project Director, other senior project staff, and ICF Corporate contracts and finance staff -to ensure compliance with USAID requirements in all financial, administrative, and other operational areas.
    • Collaborate with program leads to identify synergies between grants and other project activities that help the program meet its goals, deliverables, and milestones.
    • Direct the development of grants and local award agreements, as well as the evaluation and selection process.
    • Contribute to the development of annual work plans and translate the work plan to line items in order to develop annual and project budgets for the grants program. Develop budgets and budget forecasts for the grants program and monitor budgets on an on-going basis.
    • Ensure the grants process complies with all USAID regulations and ICF policies, practices, and regulations.
    • Advise project staff on donor grant requirements; provide training on grants management, financial management, recordkeeping, operational systems, and policies as needed.
    • Monitor grantee financial performance and progress toward grant objectives.
    • Ensure grantees receive guidance and technical assistance on grant compliance issues, such as financial reporting requirements, audit reports, procurement, and award monitoring.
    • Review and audit sub awardees' reports, budgets, expenses, and proposals to ensure compliance with award terms and USAID regulations and maintenance of accurate financial records.
    • Ensure preparation and submission of complete and accurate financial reports and cash requests for the grants component to ICF and USAID.
    • Ensure seamless linkages between the grants program and other project technical components, as well as finance and administrative functions within the project.
    • Ensure complete preparation of all required documentation for accounting and audits.Basic Qualifications:
      • 10 + years' experience in senior finance, administration, and contract management positions.
      • 5+ years managing sub-grantees or sub-contractors and umbrella grants.
      • 1+ years of experience managing grants under contract for USAID-funded projects.
      • 1+ years of experience working with and building the capacities of local communities, NGOs, private sector, and/or international organizations.
      • 1+ years of demonstrated experience with GAAP and thorough understanding of non-profit accounting principles and grants management.
      • 1+ years of supervisory experience including all facets of teambuilding: recruiting, engaging, motivating, training, and managing staff.
      • 1+ years of experience managing grants programs for large and complex USAID-funded programs.
      • Fluency in English.Preferred Skills:
