a transformer?ResponsibilitiesWe are seeking a Network Services
Program Manager to lead the delivery of a large network services
engineering team who will provide 24x7 mission-critical network
operations services to the National Institutes of Health (NIH) in
support of more than 45,000 users. As a member of our team, you
will help to ensure the reliability and security of this FIPS
security categorized "High" network.In this role, you will
supervise a Deputy Program Manager and technical project managers.
Additionally, you will be supported by Section Managers responsible
for the three program technical sections:
- Operations Section responsible is responsible for enterprise
network services, facilities network, wireless services, data
center network services, colocation network services, and change
management services)
- Architecture Section responsible for enterprise network
architecture and design
- Security Section responsible for enterprise network
security.The Program Manager role's responsibilities include but
are not limited to:
- Manage all aspects of Network Services Program delivery
including scope, schedule, financials, risk, staffing, quality,
change, and reporting
- Develop and execute a Program Management Plan
- Provide leadership and strategic direction oversight to the
Network Services Operations, Architecture, and Security
Sections
- Facilitate communication and collaboration across the
Sections
- Serve as the primary program representative to NIH
leadership
- Ensure successful team delivery of high-quality data center
network service in compliance with project SLAs
- Maintain the high-level program schedule and ensure the
completeness of detailed task area schedules developed by
subordinate project managers
- Lead risk identification and mitigation planning sessions, and
manage risk remediation efforts
- Plan and manage resource and ODC budget plans
- Maintain information currency and accuracy within a highly
visible program dashboard
- Collaborate with the Quality Manager and task area leads to
collect and analyze performance metrics, resolve performance
issues, and design continuous improvement plans
- Maintain a motivated and high-performing team
- Maintain a forward-looking staffing plan and rapidly fill
vacant positions
- Develop program-level training plans
- Deliver accurate program reports that include scope, status,
risk, and budget information
- Attend status review, service area, change advisory, and
audit-related meetings as required
- Deploy ITIL and IT Service Management best practices across the
programRequired Qualifications
- Bachelor's with 12+ years (or commensurate experience)
- At minimum 10 years of experience in a Program or Senior
Project Management role leading a large team responsible for
delivering mission-critical network services
- Extensive knowledge in the field of network services including
operations, architecture, and security
- Experience leading a team of project and quality managers
- Current ITIL Certification
- Current PMI PMP Certification
- Practical application of current/emergent technologies, agile
IT, ITIL and continuous improvement practices and techniques
- Detailed skills and experience delivering network services,
including all aspects of operations, maintenance, and change
management
- In-depth knowledge and expertise applying data-driven practices
and tools to deliver, manage and optimize service level and
performance arrangements for customer relationship management,
performance management and IT network services domains
- Outstanding written and oral communications skills, and the
demonstrated ability to convey technical concepts to non-technical
audiences.
- Must be able to gain a government Public Trust clearanceDesired
Qualifications
- Experience with and knowledge of the NIH operational
environment and network infrastructure
- Possess current basic network certifications
- Possess a PMI PgMP Certification
- Knowledge of technical tools such as Science Logic One,
RedSeal, LiveNX, AlgoSec, NetLine Dancer, Graphana, StealthWatch,
ZEN (Government-Off-The-Shelf), PerSonar, Cisco ISE, Cisco APIC/ACI
Cluster Management, Cisco AnyConnect, Cisco DNA, SecureCRT,
Infoblox, TACACS, Riverbed, Gigamon, VMWare VSphere, Struxerware,
xMatters, NetScout Air Magnet, Cisco Sourcefire, Palo Alto
Wildfire, F5 Big IP, RedHat, Radware DDOS, Tenable, Active
