Abt Associates Seeks a Surveillance Technical Lead for the anticipated Tanzania Malaria Case Management and Surveillance Activity, a five-year Cooperative Agreement, which seeks to reduce the burden of malaria and move towards the long-term goal of malaria elimination. This activity will focus on malaria case management, quality improvement for malaria in pregnancy, malaria surveillance, entomological monitoring, and drug efficacy monitoring, targeting pregnant women and children under five in the Tanzania Mainland and Zanzibar.The Surveillance Technical Lead will be responsible for designing and implementing strategies to assist the Government of Tanzania (GOT) in strengthening and expanding malaria surveillance systems on Mainland and in Zanzibar. In addition, the Surveillance Technical Lead will lead capacity building efforts to strengthen capabilities for evidence-based decision making and use of surveillance systems to improve malaria programming. This roll with oversee the design, development, and integration of programs, policies, systems, and procedures supporting the hire to retire employee lifecycle and focused on effecting organizational change. This roll will identify opportunities for process improvement and standardization by enabling technology to enhance operational efficiencies. The Director will develop and oversee the implementation of global policies related to human resources compliance programs and functions and enhance our approach to global shared services providing strong customer service around the world.     • Responsible for the management of our HR Service Center Team, HRIS Team, and Global HR Compliance. Provide leadership, strategic direction as well as more day-to-day management of resources and priorities to help support company and team initiatives.
    • Designs smart, scalable, and non-manual business processes across One Global Abt. Supports the business processes with documented, sound, compliant, and global policies, and procedures. Continuously trains HR and other staff to ensure expectations are set and followed.
    • Manages and modernizes our HR business systems (mix of on-prem and cloud). Works to sunset legacy systems and supports HR's transformation by implementing additional cloud-based capabilities. Architects a streamlined integration from our core HRIS system to all downstream business systems. Eliminates current manual processes to support systems. Manages external consulting partners to ensure strong service delivery and ensures execution of our HR Technology roadmap.
    • Leads the service center team who serves as the first line of support for employee questions from around the world. Report on trends and themes that can be used to reinforce communications and training and improve business processes. Lead with customer service.
    • Operationalize all our international HR business processes and documents. Ensure new and accurate templates are created, communicated, and continuously trained on. Create a library of materials that can be self-serviced and support the automation of documents to support the employee lifecycle. Provide guidance on escalated adhoc international compliance requests.
    • Manage our annual affirmative action plans and support our global compliance reporting requirements. Partner with legal, finance, tax, and project teams to operate compliantly in all the countries we work. Support internal and external audits and partner with EDI team on training and capacity building activities.
    • Partner with HR COEs and business users to gather feedback and measure the effectiveness of our policies, processes, procedures, and systems. Provide strategic advice and council to support new requirements. Preferred Qualifications
      • Bachelor's degree required. Advanced degree preferred.
      • 10 - 15 years of work experience working for a federal government contractor and professional services firm. -
      • Prior management experience required. Ideally managing managers and individual contributors.
      • Ability to work at and across all levels in the organization, lead a team, manage external providers, and interact with government agencies.
      • Strong verbal and written communication skills with a strong ability to communicate clearly and directly. Strong presentation skills and customer skills also required.
      • Strong partnership and influencing skills required and the ability to bring cross-functional teams together to make decisions.
      • Possesses a high level of attention to detail, able to work on multiple strategic projects at once, able to work well under pressure and meet tight deadlines.
      • Strong project management skills and able to balance competing priorities. Prior experience leading large and complex global projects, to include systems implementations.
      • Strong Microsoft Excel skills and prior experience implementing cloud-based HR technology (ex: Oracle HCM, Workday, SuccessFactors). -
      • Knowledge of legal and regulatory requirements governing HR as well as privacy, to include GDPR.
