Ripple Effect is looking for a dynamic and highly effective leader to coordinate internal efforts and manage Federal clients to ensure delivery excellence in Research and Evaluation. This is a fast-paced, demanding environment, but also very rewarding, with independent work, creative thinking, and solution-proposing the norm. The Vice President role will work collaboratively with the executive team as a senior leader of our organization, to advance Ripple Effect's mission and support our growth strategy. The Vice President will be a strategic but hands-on leader with exceptional organizational, communications, and people manage skills that will expand Ripple Effect's external brand through thought leadership (such as by participation in panel presentations, and professional societies and appropriate social media).

Position Overview
Location: Rockville, MD ----Ripple Effect Headquarters
Client(s): Position supports our government clients at the National Institutes of Health (NIH) and the Center for Medicare and Medicaid Services (CMS)
Position Information: Full-Time Regular, Exempt
Supervisory: Yes
Vacancy: One Opening
Security Level: Ability to perform on federal contracts which includes successful completion of SF85, SF85P, SF86, or similar form(s) to pass a background investigation [Reference].
Travel Required: This position requires occasional local travel (Washington, D.C. area) for work-related meetings
Relocation Expenses: No relocation expenses may be authorized for this position

Job Description

The ideal candidate will be a proven leader in government consulting with a track record of superior client service, delivery, and growth, and will have demonstrated ability to effectively collaborate with and lead a diverse group of internal stakeholders. You will have a positive, pragmatic, and collaborative style, with an ability to motivate teams and generate enthusiasm, train and develop others, and be innovative in accomplishing goals in a large, complex, multi-cultural, and matrixed environment. Ripple Effect is looking for someone with breadth and depth to work with our Federal clients - someone who is solution-oriented and uses determination and creativity as a regular part of the toolkit. We are looking for someone who is comfortable learning new software and knows how to harness technology to accomplish project goals. In this role, you will lead our Research & Evaluation Division, you will work with clients, colleagues, and stakeholders to design efficient, thoughtful, data-driven approaches to evaluating programs.

What you'll do:
Lead a large team of researchers, analysts, and evaluators to accomplish client goals
Develop systems to oversee project planning, quality control, risk mitigation, and problem-solving to deliver program successes, on time within budget
Maintain knowledge of industry developments in the areas of research and evaluation
Make recommendations on appropriate methodologies to address research and evaluation questions.
Use your deep and current connections, relationships, and insights with federal agencies to fully understand their current and upcoming needs.
Play a key role in capture, bid, and proposal processes related to research and evaluation, acting as capture manager or proposal manager when appropriate
Develop strategic teaming relationships with potential partners-including small and large business partners, consultants, universities -- to facilitate winning new work.
Monitor delivery risk and performance through existing mechanisms and advise on optimal methods for accomplishing work and achieving organizational objectives.
Troubleshoot and answer questions in new and difficulty situations; provide guidance and lead through ambiguity.
Craft, iterate, and achieve behavior change and outcomes through cascading goals and achievement of Key Performance Indicators (KPIs)
Use strong business and financial acumen to link company strategy to tactical account plans and activities in research and evaluation areas, and qualified pipeline resulting in developing business development capacity at all levels within chain of command, helping to increase access to client intelligence.
Perform other duties related to the core functions of the job


Minimum Education and Experience
PhD in a field relevant to research and evaluation
15 years of work experience of progressively more responsibility, including at least six years of supervisory experience

Basic Requirements
Proven experience in research and evaluation in government contracting with established relationships across industry
Experience leading studies that rely on SAS, STATA, or R software
Ability to perform on federal contracts, which includes successful completion of SF85, SF85P, SF86, or similar form(s) to pass a background investigation [Reference].
Track record of published research and evaluation reports
Proven experience in focus group, interview, and survey design
Able to oversee qualitative and quantitative research studies
Experience leading projects in health and science agencies (DoD or civilian)
