Summary of the Position
This is a non-supervisory professional IT position in which the
incumbent's main responsibilities involve monitoring and
maintaining the operation and stability of USP's enterprise
network. Specifically, the incumbent will be responsible for
leading and overseeing the design, installation, configuration,
support, and maintenance of the wired and wireless network
infrastructure. The incumbent will provide senior level network
support, proactive monitoring of the enterprise network
environments, and provide problem resolutions. The incumbent will
also lead efforts to improve the network and implement new
technologies over time. He/she leads and mentors other Network
Engineer(s) with IT enterprise development, integration of
enterprise applications, network security, and system
administration. He/She will also work with other IT personnel and
USP staff to ensure that the network infrastructure components are
fit for purpose.
Roles and Responsibilities
- Provide recommendations for network design changes/enhancements
for improved systems availability and performance.
- Provide cost justification and business case for design
recommendations
- Work with PMO and IT project teams to understand network
requirements related to project implementations
- Identify and adhere to best practices for network engineering,
ensuring proper requirements and designs are developed and
implemented
- Lead and oversee efforts to design, recommend, and install new
network technologies that seamlessly integrate with the current
network architecture.
- Lead and oversee network support by normal administration
means, break/fix situations, and new installations and/or
integrations, all in an effort to grow and maintain the network
infrastructure.
- Lead and oversee network support, in all aspects of
administration, to ensure the uptime, health, and availability of
the network infrastructure and networked hosts.
- Lead and oversee efforts of implementing networked applications
and ensuring network security and the stability of the core network
operating systems.
- Lead the coordination of vendors, suppliers and professional
services during project engagements and research & development
queries.
- Troubleshoot LAN/WAN/Wireless operational problems and assist
with problem determination and resolution.
- Oversee and ensure network availability compliance to Service
Level Agreements in order to maintain and/or enhance the customer's
user experience.
- Oversee and perform capacity planning and network performance
assessments to ensure that the network performs and has sufficient
bandwidth that meets the present and future needs of the
business.
- Oversee and gather metrics for capacity management
purposes.
- Analyze network activity and network problems to discover and
prevent systematic errors.
- Provide complete and accurate documentation as required by USP
Standard Operating Procedures (SOPs) and policies.
- Responsible for creating, updating, and maintaining all network
documentation.
- Provide remote access support and administration by
troubleshooting issues and participating in VPN appliance
management and upgrades.
- Provide assistance with hardware/software installation and
configuration.
- Troubleshoot, diagnose and resolve general network and system
hardware and software issues.
- Research, analyze and recommend the implementation of software
or hardware changes to rectify any network deficiencies or to
enhance network performance.
- Provide assessment of compatibility for new equipment with
current equipment; keeps abreast of new software/hardware
developments.
- Maintain IOS patch management practices.
- Participate in disaster recovery planning and testing.
- Will be required to work off hours to support network
activities
Basic Qualifications
- Bachelor's degree (or equivalent work experience) in
Information Technology, Computer Science, Engineering, or a related
science discipline from an accredited college or
university.
- Minimum of six (6) of work experience in supporting the
acquisition, administration, configuration, installation, and
troubleshooting of network infrastructure and security
components.
- Cisco Certified Network Professional (CCNP)
Skills Sought
- Work experience with SDWAN technology
- A firm understanding in application transport and network
infrastructure protocols (SSL/TLS, DNS, DHCP, WINS, FTP, HTTP,
SMTP, SNMP, CIFS, LDAP, and Microsoft AD)
- A firm understanding and implementation of network traffic
analysis, encryption, SSL termination
- Hands-on technical experience working with VPN
technologies
- A firm understanding of TCP/IP is required and experience with
networking various network operating system hosts
- A firm understanding of network security and hands-on
experience working with firewalls and general security
technologies
- A general understanding of network cabling
- Monitor network usage, anticipate problems, and suggest
solutions
- Ability to work cooperatively with applications teams to
install applications or upgrade existing applications
- Ability to learn new technologies and cross-train and/or be
cross-trained as part of IT support team
- Ability to interact successfully with all levels of the
organization
- Ability to manage shifting priorities and to meet
deadlines
- Ability to work in a global organization, with nationals from
other countries
- Ability to quickly learn new or unfamiliar technologies and

Preferred Qualifications
- Intermediate experience working with 7 Signal for wireless
troubleshooting highly preferred
- Intermediate experience working with SilverPeak for SDWAN
highly preferred
- Advance experience installing, configuring, and maintaining
Cisco routers and switches using various protocols and related
routing and switching technologies such as ACI
- Advanced knowledge of Cisco IOS devices and advanced experience
working with IOS, EIGRP, BGP, and OSPF
- Advanced experience configuring Quality of Service (QoS) and
multicast technologies
- Advanced knowledge of VoIP equipment and operation
- Advanced knowledge working with load balancer
technologies
- Advanced knowledge working with wireless LAN controllers, AP's,
and Cisco ISE
- Advanced knowledge and experience working with Internet
circuits, LAN, MPLS, DMVPN, IPsec, WAN, and WAN accelerator
technologies
- Advance knowledge of various global telecommunications
standards (i.e. E1, T1, etc.) and firm knowledge of system and
network security is required
- Experience working with Linux and Microsoft servers as well as
Microsoft based applications and VMware is helpful
- Demonstrated experience in setting up remote sites and
maintaining a global enterprise
- Demonstrated experience leading large projects
- Experience working with system and network management tools,
monitoring tools, and reporting tools.
