Description Job Title Manager III (Fleet Management Services, Materials Management Section Chief), Grade M3 Location Derwood, MD, US Organization Name Department of General Services Medical Exam Medical History Background Investigation No Financial Disclosure Yes Job Description Closing Date: September 25, 2022 This leadership position is responsible for the oversight, coordination and management of the Materials Management Section, which reports to the Chief, Division of Fleet Management Services (DFMS) in the Department of General Services (DGS).The position is responsible for planning, developing, implementing, monitoring, managing and overseeing programmatic policies and strategies related to the Materials Management. The position ensures that the DGS/DFMS strategic plan, mission, vision, and values are integrated into the DFMS Fleet Management Information Systems (FMIS) strategies, goals, objectives, work plans, and work products and services. Duties include: oversight for complex, highly accurate, and current central inventory, parts and fuel information relative to the fleet management and maintenance efforts of the DFMS; oversight of all materials management contracts, to include parts, fuels, fluids, warranties, and contractors; development, initiation, and implementation of internal fuel management policies and central inventory policy; preparing, implementing and managing Capital Improvement Program (CIP) projects for the fuel infrastructure maintenance, to include planning for fuel management CIP projects County-wide; developing short and long term alternative fuel strategies for the fleet, and developing guidelines and procedures to capture fuel and parts information necessary to make critical fleet management decisions; recommending changes to current work practices, processes, and procedures as necessary to make improvements. As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation. Minimum Qualifications Experience: Five years of progressively responsible professional experience in managing a large, diversified fleet parts operation, which includes parts, fuels, and fluids. Education: Graduation from an accredited college or university with a Bachelor's Degree. Equivalency:An equivalent combination of education and experience may be substituted. License: possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence. Preferred Criteria There are no preferred criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated "Qualified," placed on the Eligible List, and may be considered interview. Preference for interviews will be given to applicants with experience in the following:

  • Experience with the principles, practices and techniques of fleet management best practices for planning, formulating, analyzing and implementing management and programmatic policies and strategies appropriate to organize and manage a major organizational unit.
  • Experience with the principles and practices of budget and financial management, capital improvement programs, grant management, and human resources management.
  • Experience in and knowledge of Federal, State and County laws and regulations related to fleet management, fuel management and environmental concerns and impacts.
  • Experience in strategically planning, directing, managing and administering the diverse operations of an organizational unit and supervising the work of employees engaged in technical, professional and administrative duties.
  • Experience preparing or directing the preparation of complex reports and studies, the analysis and interpretation of independent research and findings, and the review and analysis of proposed legislation, regulations and County policies and procedures regarding the procurement of goods and services.
