**Description**Summary of the PositionThe Senior Contracts and Grants Manager is responsible for day-to-day management and administration of awarded contracts and grants in the Global Health and Manufacturing Services (GHMS) Division and will serve as the main point of contact with all donors on matters related to contract administration and/or compliance. S/he will provide technical assistance and guidance to program staff on interpretation of donor regulations and award requirements, using sound judgment in mitigating risk and informing management when compliance risks arise. The Senior Contracts and Grants Manager will also oversee and/or manage the day-to-day full subaward/subcontract lifecycle from pre-award to close-out based on donor rules and regulations and USP policies and procedures.Roles and Responsibilities+ Manages full life cycle of all award/contract administration in close collaboration with GHMS program staff and other USP departments to include: negotiating contracts/agreements; coordinating other contractual and financial matters to ensure all obligations and reporting requirements are met; and managing contract close out.+ Serves as USPs main point of contact with donors on matters related to contract administration and/or compliance, including drafting and submitting prior approval requests. Responds to donor inquiries as needed.+ Serves as primary liaison with USP departments, including but not limited to USP Global Finance, Procurement, Global Quality & Compliance, and Legal to ensure contract compliance coordination between departments.+ Ensures award compliance tools and contract related templates meet donor regulations; conducts training to relevant staff, as needed.+ Keeps abreast of, interprets, and provides guidance on donor regulations and policies. Provides training and/or drafting of internal resources on pertinent topics to GHMS staff and other partners.+ Serves as subject matter expert and business process owner for subaward/subcontracting manual and procedures to include training program staff and identifying and implementing process improvements, as applicable.+ Responds to, and advises on, compliance issues that arise during the subaward/subcontract implementation and implements necessary fixes and/or improvements to ensure compliance.+ Oversees and/or manages subaward/subcontract cycle from pre-award, post-award management and monitoring, to close out based on donor rules and regulations and USP policies and procedures.+ Oversees and/or completes the drafting of solicitation document (e.g. RFP, RFA, etc.), selection process during the proposal evaluation, negotiation with the awardees, drafting and finalization of subaward/subcontract document+ Ensures sub awardees comply with terms and conditions of the awarding instrument in close coordination with program staff by maintaining compliance tracking systems+ Contributes to internal compliance reviews/audits as directed by USP management as well as supports external programmatic or financial audits.+ Supports new business development opportunities to include clarifying donor-requirements in solicitations (including USG contracts and cooperative agreements) and conducting final compliance review of proposals to ensure alignment with donor requirements and USP standards.Basic Qualifications+ Bachelors degree in relevant field with equivalent combination of education and experience+ Eight (8) years demonstrated experience in contracts and grants administrationSkills Sought+ Demonstrated knowledge of US Government contracting instruments (contracts, cooperative agreements, etc.) of large-scale, international development assistance programs+ Strong demonstrated knowledge of US Government regulations (FAR, CFR, etc.) with a specific emphasis on USAID (AIDAR, ADS, etc.) and ability to engage with USAID on award and contract-related matters.+ Demonstrated ability to interpret regulations and implement actions accordingly+ Ability to travel internationally up to 20% a yearPreferred Qualifications+ Experience in a similar position in a headquarters or regional office+ Management skills requiring ability to interface and build strong working relationships with technical and operational business functions and staff+ Bilateral, Multilateral, and Foundation donor experience preferred and knowledge of agency guidance and practice, and industry best practices for compliance and compliance tracking systems+ Strong communications skills, both written and oral+ Demonstrated experience conducting training and capacity building on a range of donor compliance topics+ Ability to work in multi-disciplinary, cross-cultural teams+ Demonstrated ability to work independently, think critically, and solve complex problems with limited oversight+ Must possess sound judgment and solid decision-making skills+ Results oriented and efficient, while demonstrating ability to be flexibility and work in a rapidly-growing, globally-distributed organization+ Excellent written and verbal communications skills, including strong multicultural communication skills+ High-level of attention to detail+ Excellent computer skills with knowledge of the internet and Microsoft Office is required+ Ability to work in a hybrid position, with a minimum of two days a week in person in the USP office in Rockville, MD.Supervisory ResponsibilitiesN/A**Benefits**USP provides you with the benefits you need to protect yourself and your family today and tomorrow.
